MANILA, Philippines – The November 2025 Civil Engineer Licensure Exam (CELE) top 10 or topnotchers, including other results – list of passers, top performing schools and performance of schools, are expected to be released online on or before November 28, 2025 (Friday), five (5) working days after the last day of exam.
The Professional Regulation Commission (PRC) administered the second Civil Engineering board exam this year on November 22 and 23, 2025 in the cities of Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Ilocos Sur.
The examination was originally scheduled for September 27 and 28, 2025, but was moved to a later date due to Severe Tropical Storm “Opong."

Previous Examinations
Carlos Miguel Fabon Mariano of Pamantasan ng Lungsod ng Maynila (PLM) led the April 2025 Civil Engineers Licensure Examination (CELE) with a 93.00% rating, followed by Nur Hameen Cabugatan Interino of Mindanao State University–Iligan Institute of Technology (MSU-IIT) with 92.60%.
For the November–December 2024 CELE, Francis Charles Pepito Lauta of the University of Cebu topped the board with 93.25%, while Josh Andrew Medina Martija of the University of the Philippines (UP)–Diliman placed second with 92.50%.
In the April 2024 CELE, De La Salle University (DLSU)–Manila produced dual topnotchers as Ryan Sylvester Sy Chan and Cedric Jerome Carlos Donguines shared the highest rating at 94.30%. John Carlo Tamayo Furiscal of Mapua University–Manila followed with 93.95%.
For the November 2023 board exams, Godfrey Queron Correa of Palawan State University–Puerto Princesa claimed the top spot with 93.60%, while Angelo Amoc Ramos of Technological University of the Philippines (TUP)–Taguig secured second place with 91.95%.

Registration Details
Professional Identification Card (ID) and Certificate of Registration will be issued through online registration.
Initial registrants are advised to register via the official website of PRC and follow instructions for the registration.
Date of Registration: To be announced
Those who will register are required to bring the following:
- downloaded duly accomplished Oath Form or Panunumpa ng Propesyonal
- notice of admission (for identification only)
- 2 pieces passport sized pictures (colored with white background and complete name tag)
- 2 sets of documentary stamps
- 1 piece short brown envelope
Successful examinees should personally register and sign in the Roster of Registered Professionals.
Verification of Rating
All examinees, passed or failed, may verify their rating within few working days after the results were posted.
Refer to PRC Official Website to check your board exam ratings or score.
Provide the required details such as examination name, exam date, application number, first name, last name, and birthdate.
Oathtaking Details
The PRC will announce oathtaking schedules in few days after the release of exam results, and those attending the face-to-face mass oathtaking must register by noon the day before via https://online.prc.gov.ph.
Inductees must print and bring their personalized Oath Form with a QR code for attendance tagging; those unable to attend in person can opt for an online or special oathtaking.
Following the ceremony, inductees must schedule their Initial Registration online through the same portal.
Coverage of Examinations
The two-day Civil Engineer board exams covered the following major subjects: mathematics, surveying and transportation engineering (35%), hydraulics and geotechnical engineering (30%) and structural engineering and construction (35%).
